Slovak Republic and Montenegro have similar education systems, plus in the recent past have undergone similar social change. The experience of the modernization of the education system of the Slovak Republic, and in the context of the State inspection experience as a member institution of SICI (Standing International Conference of National and Regional Inspectorates of Education of Europe) Montenegrin party considered valuable and applicable to their own experience in improving the quality of learning processes and evaluation system.

A follow-up initial contacts between the two institutions - State School Inspection of the Slovak Republic (SSI SR) and the Office of Education of Montenegro, their partnership was already established in the first half of the year 2013, when representatives of the Office of Education conducted a visit to Slovakia, where they met with the chief school inspector, Mgr. Joseph Javorek and participated in the workshop organized by SICI and SSI SR "Inspecting the Future". In October 2013, the expert consultation was held during stay of 2 experts of thec SSI SR to the Ministry of Education CH / Office for Education in order to provide metodoLogical promotion and improvement of external evaluation.
