Description

The proposal aims to address the process of radicalisation leading to violent extremism in 3 countries of the Western Balkans: Albania, Bosnia and Herzegovina and Kosovo. The project addresses some of the main priorities of Slovakia’s upcoming OSCE Chairmanship in 2019, namely the Western Balkans, radicalisation and young people, and so aims to contribute to enhancing the visibility of the Chairmanship in the key region from the point of view of the Slovak foreign policy. The main aim of the project is to increase the resilience of young people against violent extremism in the Western Balkans. The terrorism threat has changed; nowadays terrorism threat primarily translates into engaging in a terrorist activity at home or in neighbouring countries (therefore on the territory of the EU), as opposed to leaving for a 3rd country and joining forces there as “foreign fighter” like 3-4 years ago. The primary target group of the project are young people between the age of 14 and 25 years old; they are the most vulnerable and the easiest to manipulate by “radicalisators”. The common characteristic of the target groups in all 3 countries is the need to activate and strengthen the capacity of identified young leaders who are interested in becoming active and visible actors against radicalisation in their communities. The project builds on these 2 aspects, and consequently carries activities out in 3 phases. The first phase aims to identify young leaders in vulnerable communities of the project countries. The second phase includes activities on building up/strengthening the capacity of identified young leaders with the help of experts. Young leaders will get familiar with how radicalisation functions, its psychology, how to “arm” themselves with the counternarratives against extremist rhetoric/propaganda, and they will be taught where to get further help and how to help themselves, their friends who may be in the immediate danger of radicalisation. The third phase is an information campaign in the project countries, including educating the young leaders in their communities through trained young leaders, as well as with the help of short motivating videos, which will be shared in social media and other platforms young people are active on. This project aims to research and then build capacity of young leaders against all forms of extremism and violent radicalisation in all 3 project countries; therefore, it not exclusively focuses on the radicalisation of young Muslims. In Bosnia and Herzegovina and Kosovo, the project will for example include also national extreme groups in the Republika Srpska and in the northern Kosovo.
